No... It's a limit on how good a weapon CAN be. It's actually a deterrent for making a weapon have too many stars, and high value mods.

I.e The higher value your weapon, the less points you get for killing people/the more people get for killing you. As well as allowing less deaths in LvD.

Good weapons can be high value, but being high value does not make a weapon good. I have a TON of value 341 weapons, and they're all pretty garbage.

Stamina +4

Shot Cancellation +1

See? Very high value, garbage weapon. The modifiers, and stars determine how good a weapon is. NOT the value. In fact, that's why negative values are so amazing. They free up space for more mods. Value is a limit, not a scale.

Quite honestly I'm horrified there are still people who think value determines how good a weapon is.
