Nope, you can indeed have 15. I just sat there one time mashing the button to constantly make them. Just to see how many I could get out there. you'llg have to be careful on top of buildings though because they could hop out of the summon pod and over the edge of a tall building. Its best to just spawn them on the round and let them follow you from there. Though its kind of a contradiction sense they can jump as high as the buildings when following you, and can survive falls from a miss jump.

Firebird is meant to be used for offense so you can knock down enemies and drain each one. It also has limited use in traveling since the short burst can propel you to the next rooftop if your static thrust is just short.

Ionic storm does massive damage on a single target where as Ionic Vortex damages multiple enemies over a large area. You should use storm on the ravager to take it out in one hit and use vortex against large groups of normal enemies. Also, on good playthrough you should try Ionic Freeze, which covers a bigger area than vortex even though it lacks range. On evil playthrough Ionic Drain just straight out owns.

I do agree that a lot of the upgraded powers are pretty pointless like the one where you shoot three bolts at once and they all land on the same enemy (WTF). Fortunately the final upgraded skill in each category is usually pretty good, and you are forced to upgrade the lesser skills along the way so at least you get to try out every skill at least once.
