At GR 26 there are four different staves, one for each element and I believe glittering has no element. I am planning on getting all of them this week.
I made a topic like this and the consensus was, get the greendrake staff. The 4 elemental staffs don't give you higher damage to a monster weak to the staff's element. I did make one of the spr, kraken, so I can have higher spr when I want to. It isn't difficult to enhance.

bind loki or rudra, they are easy to +20 and u should be fine until veda (madoras dlc staff) comes finaly to us. they both need steel dragon wings to upgrade (fire and wind). greendrake is a little better (7 mag more) but needs ventus weavern eyes+, they might give u a hard time.
All staffs are pretty much on par, was speaking to a mate doing AC2 runs last night, and he has both rudra and drake, he mentioned that the drake at +20 has 3mag more than the rudra so less than 1% differance, either way for 1 of these weapons you will need lots of wind dragon wings, and then later ventus wyvern parts. at the end of the day all weapns are going to need alot of work if they are worth haveing, thats gaming for ya!

Glittering wand uses stuff from Pyro Rex if I remember correctly. But actually best non elemental staff is the Greendrake staff so I wouldn't go for the Dahlia staff. You can’t really compare Rudra with Glittering wand staff in my opinion. Rudra has wind buffs and is a tad better against enemies with wind weakness. Glittering wand has no elemental enhancements at all. But the elemental buffs from Rudra or Loki staff don’t really make a big and noticeable difference I have to admit.
I got myself all GR 26 staffs but have to say that the only ones I really use are Loki's staff and the Greendrake staff. I also have the Rudra staff in my inventory but barely use it. Loki’s staff is perfect for Vellgander runs because of the skeletons all over the place but for most everything else, the Greendrake staff shows the overall best performance.
The other two GR 26 staff don’t have INT as second enhancement but SPR. Since I can heal enough points already without the extra SPR points and have enough RES through my armour anyways, I found them kinda pointless. But with different armour and a stronger approach to a plain support mage, they might be more interesting.
greendrake is only better to enemies strong to elements. for all the other enemies, if you have for example loki and hit with fire, u do more dmg because of the +6fire
i use loki most of the times. i use greendrake to enemies strong to fire or enemies strong to all elements.
