Okay, long story short; I ended up getting a near flawless shellder through regular breeding and decided I would try my luck with RNG to see if I could get anymore near flawless/flawless pokemon. After reading and watching several different tutorials, nothing seems to be working correctly so I must be doing something wrong and the fact that a lot of guides give different information, doesn't help.
Note: I haven't started using the PIDRNG yet since I have been stuck on standard seeding/IVs.
Here is my method:
1. Turn on
DSi and make sure clock syncs with computer clock so that I can use the seconds counter accurately.
2. Start up RNG reporter (9.5 BETA) and switch to Method 5 IVs Standard Seed.
3. Fill out ID/SID and DS parameters.
4. Set date/time in RNG reporter to my desired choice.
5. Set DSi date/time to approximately a minute prior and hard reset.
6. Wait till one second before the RNG reporter time and turn on Pokemon White (eng)
7. Don't press any buttons until required and turn off c-gear.
8. Sweet scent, catch, and record IVs of pokemon.
9. Search results and use in time finder.
10. Fill out 5th generation time finder with desired IVs (usually there are no perfect IVs so I let two stats be under 30).
11. Set method to IVs standard seed, encounter to wild, and
encounter slot to any (This determines what pokemon you run into correct?).
12. Let ability and nature stay at any since I am led to believe that stuff is determined by PIDRNG which I can't do if I can't even do the simple stuff

13. Click generate and choose my desired seed.
14. Reset DSi and set date/time to one minute prior to desired seed's date and time, keeping the seconds in sync with my computer clock.
15. Steps 6-8 again only the pokemon found isn't anything close to what I want.
I'm obviously doing something wrong so would like somebody to tell me what I need to do to get this working. How exactly would I change this method up to have a good chance of finding flawless pokemon? What about if I wanted to find shiny pokemon? Are there any better techniques to achieve these goals?
