It has nothing to do with any of that. In White, I got to a plentiful White Forest without interacting with Black, and in Black, I got to a Black city fully built and with a few trainers. The only reason the opposite game is necessary is to gain more members in Black City, or more wild pokemon varieties in White Forest. One possible reason as to why the OP's Black city may be dull is that he messed with the internal clock of the game (or DS)...which can badly screw up your Black City/White Forest.

	I don't actually think there's a way to pinpoint how many will be in your City/Forest. I played the game slowly every day and there was nothing when I got to it first. Others play it fast and there's still nothing. ------------------- Love is brightest in the dark.

You're thinking of Entralink. Although technically Black City and White Forest will always exist in their respective games, Entralink is the way to increase its population. It's a really stupid system though since even if you have an actual population then you need to go their pretty much daily or else eventually they'll leave again. ------------------- Fire Emblem Awakening - You Want It.

You're thinking of Entralink. Although technically Black City and White Forest will always exist in their respective games, Entralink is the way to increase its population. It's a really stupid system though since even if you have an actual population then you need to go their pretty much daily or else eventually they'll leave again. 	if the developers were smart they should have made entralink world wide be no one i know in a 50 mile radius has either game and im certainly not paying an extra 100 dollars or more to to get an extra ds and white. and because entralink is only for people right near you my black city will be forever empty
