Its up to Khun, but I dont think you should. Just post in the thread mentioning they need a tag, and if they ignore you or whatever, then you should report. But if you report right off the bat, then they cant edit their post and have to wait for Khun, thats unfair to them.

But this is what I want. Usually when I am online, I look through the threads and change any of the titles if it's missing the tags so I don't need to warn them or anything. I just do it. But if I am offline, then you can make a post/send the person a PM and ask them to add the tag. If they don't, click the report button and in the reason just put "Offer", "Request" or whatever is needed for the thread and I'll take care of it when I get on.

I've been thinking about the Bumping rule. I feel 48 hours is a bit to long of a wait for some people. I feel that a 24 hour wait would be much better. I know there are members here who may not see this or bump their thread quickly.

I agree. people with shops, battle threads, etc. wont want their threads to be ignored on the second page and not be able to bump for so long...
