I'm guessing you're standing in the arena part of the museum?

The one on the left can be opened by throwing a remote baterang up where the pingeuin stood, and then guide the baterang to the left down the stairs, and hit the button to open the left gate.

The gate in the middle can be opened if you went already to the upper floor, where the pinguin stood, and then walk down the stairs to the right side, you'll see an electric current going on at one of the fence doors at the Arena.

Guide a remote control baterang through the current, to electrify it, and then guide it to the left gate that's already opened, guide it further down the hall, next to the windows overlooking the underwater view, and then guide it through a small opening above the windows in the middle of the hallway, and then try to aim for the fuse box on the other side of that room, which is the hallway of the middle gate.

If done succesfully, the middle gate will open slightly, for you t slide underneath it, the third gate on the right can easily be opened by just entering the middle gate, and then walk further up to the right, and then just open that gate by shooting the fuse box with the Electric weapon thingy.
