General Rune pages?

Im nearing level 20 and i want to start planning which tier 3 runes im going to get. I dont have much ip and im trying to go for a more general runeset as i tend to play a variety of champions (ad and ap).
From googling around ive got an idea drafted. at the moment this is what it looks like:
Reds: ArPen and MagicPen (these are set in stone)
Yellows: Dodge? Mana regen per level? Armor? (just a couple things ive seen)
Blues: Magic resist? CDR?
Quints: From what ive seen Flat HP is the best way to go, but ive also seen movement speed.

So basically, which would be the best runes for general play. Id prefer to have one of the three (red,yellow, blue) to be shared to save costs.

I'm not a fan of flat HP since they only matter early in the game.

the only problem i was having with magic resist is that the enemy team might be ad oirentated (i just play random que and team composition isnt normally balanced lol), would you reccomend movement speed quints for general? Or are there any others which you think would be good?

For what it's worth... you will be better off saving until christmas to get the HP/Movement quints. The same but cheaper.

I honestly would rather have flat MR over per level. It counters any magic pen they get with their marks, and with the new masteries mages now have 5% less magic pen (which is a pretty low blow from riot). Either work though.

I always, always go with the flat health quints. They're fantastic for early game laning and give you just that little bit more survivability.

I still think straight crit dmg runes in every slot GG.

Add infinity and some ias and just a touch of life leech and you win

I have 10 pages so far and all the runes you can possibly need. Armor pen, atk damage and atk speed for ad carries, ap, cdr and flat ap quints for ap carries...etc. Your goal should be to gear up every role from support to jungler.
