If you have zero php/mysql experience there is no way I can explain how to go about doing this. Creating something that your talking about comes from knowing the building blocks of php/mysql, then applying them, learning more, then putting it all together to the application you posted. It is not as easy as you think.

Firstly you'd need to set up a mysql sever (obviously along with a server with php enabled) and learn to set up a database and utilize it correctly. Downloading easyphp (-> google) is probably the (yes) easiest way to go about it. You may want to check out AndyDS's thread on the first page of this forum if you have trouble with that as well. As for learning to use the php in conjunction with mysql, you can check out these two links: http://w3schools.com/sql/default.asp for learning the actual sql queries you'll be using, and http://w3schools.com/php/php_mysql_connect.asp to learn to actually use php along with mysql. Keep in mind this won't be an overnight thing and may take weeks if not months to get what you want done. If you run through the tutorials I linked you however and just don't worry straight away about making what you want, you'll find it much easier and more time efficient to get what you want done. Patience is key.
