Why can't i unlock some of extra ops missions?

Not entirely sure. I'm going through them all at the moment and whenever I beat one, another seems to unlock itself.

Combat experience will raise their life and psyche to a certain extent. This is totally dependent on the staff member. Some can raise to 9999, others much lower.

Their other stats do not increase. They do gain a temporary rise (in orange) based on their morale.

for Intel and R'n'D play EO49 and get the prisoners, make sure to scan everyone though. for medical there is an S rank on EO50, for combat i haven't found anything higher than a A rank but with enough of them they work great, for mess i believe that the mess hall guy is also an S rank and also in EO50, if hes not than hes in a Zadornov search mission i think its 2 3 4 or 5, but no promises sorry. also get your mess hall up as high as you can mine is a lvl 88 at the moment, and i have a 319% food my moral average is max, and all my lvls are up at least 3 lvls cause of it.

and to fight metal gear zeke you have to complete your zeke, to make it easier dont give him the jets, the radome, or extra armor yet, than go to target practice 1 catch zadornov again and fight zeke, hopefully you havnt gottn too many AI bords, or he will be beastly anyway, that will also unlock your other EO that you dont have yet, not all at once, you beat one and it unlocks one.

in your items choose fulton recovery. now knock out an enemy with melee or tranquilize him. when he is on the ground go to him it will be displayed press the up button. once you do this some wierd baloon pops up on him and he floats away. once you complete the level he will be in your staff. just so you know if you knock him out and then do this he will be in the sick bay because of injury so its better to tranquilize him.
