I say Microsoft. Valve put the game up for download on xbox live today, as if they knew it might be delayed.

Its only microsofts fault if it wasn't submitted in time in which case its both valves and microsofts fault. Despite over a year of development it seems that they didn't submit it in time even though they know firsthand how microsoft works. So both in this case.

That's a dick move

Well that's the problem with delays, you don't always know if/when they could have happened. I think that if there was going to be a delay then Microsoft should have told VALVe to tell us. I don't think anyone can hold VALVe 100% responsible for it. I get the feeling that Microsoft waited and waited to try to get it up and then finally bit the bullet, but it's the old saying. "Don't shoot the messenger".

Does anyone know what time it will be released today, like the UK time Zone?

Eh who knows. I'm sure it'll be out eventually. But when, who knows? Twitter says 2am, which has long been passed. And apparently an article on Xbox Magazine says 2pm.
