"Aside from the high stats shared by most legendary Pokémon, many of them are only available once to the player in a given save file, and to obtain another legitimately, one must trade with another game. The gender of most legendary Pokémon is unknown (though there are four notable exceptions in Latios, Latias, Heatran and Cresselia), and all but Phione and Manaphy are unable to breed in captivity, even with Ditto. No legendary Pokémon is known to evolve, though many are part of a legendary trio or legendary duo. Much like starter Pokémon appear at the beginning of each regional Pokédex and their generation's portion of the National Pokédex, legendary Pokémon typically appear at the very end of them." I think the main way to disqualify something as a legendary is if it can evolve. I don't think Rotom is one because of its low stats. 	because theres only one i guess, but it does kind of have low stats to be a legend, 394 special attack, pfft, it needs at least 438 to be considered a worthy and legit legendary IMO

	To me, it's a regular Pokemon, and essentially just a plot device in DPPt for Buck and Stark Mountain. The whole idea of it creating volcanoes or whatever is meh. It doesn't really go with Sinnoh's other legendaries, either. Also, there's an episode during Sinnoh League Victors where a Pokemon Ranger tries to capture a Heatran. In that sense, it seems like a regular pokemon, but it's a rare and evasive one. Personally, I wish it wasn't legendary. I wish the Pokemon company had given Heatran a pre-evolution and made it just a regular pokemon, considering the incredibly devoid amount of new Fire-type Pokemon in DP.
