Hmm, try to broaden your search parameters by changing the +/- seconds to 99, 99 instead of the 20 that most people generally use. Are you using a timer? If not, definetely download PikaTimer or ZOMGTimer.
Both timers are found on Smogon somehwere. If you need any other help just ask

I actually got it, I had to change my DS clock to a different time. But now I cant seem to get the delay right
If you're at least getting close with your delay you should be able to hit it within a few tries. If not, try adjusting your timer by entering in the delay you DID hit.

I've been trying like no tomorrow. How do I adjust the timer?

Are you using PikaTimer? If so, there should be a field where you, after verifying the delay you DID hit via Elm Responses, enter the delay you hit. The timer will then automatically adjust itself to help you hit your target delay.
If you aren't using PikaTimer, start using it . I use ZOMG Timer made by ToastPlusOne on Smogon. The download for his timer is in his signature, and I think I've seen you around on Smogon so you'll be able to view it.

Yeah, you'll definetely wanna' download a timer of some sort. You have no idea how much it will help you hit your delay. Just enter the information needed (calibrated seconds, calibrated delay, target seconds, target delay) hit the spacebar on the 'time change' screen of your DS and then hit A into the game when both timers reach 0. It will beep along with you to help you get into a rythm of sorts.

That's the beauty of RNG timers. You don't need to calibrate your delay. Enter a delay that you've hit before RNG'ing, proceed to RNG with the timer and then just adjust until you hit your target delay. After several RNG's you'll see a pattern and you'll begin to figure out which delay is best to start with when beginning your RNG. For me, I hit my delay within the first one or two times using target delay of 490, but it's different for everyoone.

Honestly, I have no idea what i'm doing with this thing I'm doing it all wrong
Honestly, I can't really help you unless I know what you're doing wrong. What do you mean you don't know what you're doing? To me the timer looks pretty self explanatory.
