Well the thing is, there is no official answer.

ok everybody shut up in the show they even SAID ARCEUS came first he created all pokemon he made mew and mew helped him until the humans were toying with mew and made the evil mewtwo

mew was the first pokemon ever to live. its not because hes the ancestor of all pokemon----....... well it sortof does because if mew is the ancestor of all pokemon just think about it wouldnt that mean he is the ancestor of arceus too. it sure does mean that because ancestors are people (or in this case pokemon) who lived long before others and have some sort of chain to their blood. so it is simple since mew is the ancestor of ALL pokemon that does include mew being the ancestor of arceus too. so mew came before arceus its simple now you know so yeah thats what i got to say.... thanks for asking

look arceus first and then dragon trio then mew then all other legdairies then everyone else got it.

Obviously mew cause he or she could have created arceus who would have created the universe but of course who actually created mew
To explain mew lived without a universe until arceus was created

I have thought about these kinds of things before but I usually just blow them off without thinking too hard. I mean, it's just a game.
