how to get misty...

i think you have to save the power plant first... have you tried that?

I'm very sure she is north of Cerulean City at the Cerulean Cape(?) All you have to do is go there, she will notice you and return to her gym.

To get the Power Plant running, you have to first head east of Cerulean City, then, once you reach water, surf and head south until you find land you can walk on again. Go west and you should be at the Power Plant. Talk to the owner of the Power Plant and he'll tell you a part has been stolen. Go to leave the power plant and a guard will tell you a suspicious person was seen hanging around Cerulean Gym. Fly back to Cerulean and head into the Gym. You will run into a Team Rocket member that stole the part. He'll run out of the building. Head north to the bridge and you'll battle him on the bridge. Beat him and he'll tell you where the part is in the gym. Get the part, return it to the power plant, then fly back to Cerulean and head north, then east all the way until the end of the road. You'll see Misty there. Talk to her and she'll head back to the gym for you to challenge.
