	I don't know the entire mechanics for the game, but I do believe that you can get them after completing some portion of the Pokedex. If not, then the only other way I can think of it through events and trading with Diamond, Pearl, or Platinum. SEdit: Trading with others is also another way, or using the information that the incredibly helpful guy below me used. ------------------- I'll be your sweetheart~

	Speak with Professor Oak after you have collected all 16 badges from Kanto and Johto and defeated Red.

	Pikachu (his strongest) is Level 88. Iirc, all of his Pokémon are mid-high 80s or high 70s.

	After you get all 16 badges and speak to Professor Oak in Pallet town you get a choice between the 3 Kanto straters and When You talk to Steven in the Silph Co. building you get a choice between the 3 Hoenn starters. As far as the others you'd have to transfer them from SoulSilver, Diamond, and Pearl
