Yep, you could by talking to Sergio (their stylist who is located on the first floor). But I chose to take the caps. Kinda strange that you could change your character's appearance in Fallout 3, but not on this one. There's got to be some way. Bah, whatever. Anyway, thanks for the responses guys.

	Open the games console (console button is "~") and type "showracemenu" without the quotes, then exit console by hitting the console button again and you can completely edit your character just like you could at the beginning of the game. This is for PC however, no idea how consoles work.
