How to get the fabled anti-materiel rifle

Anyone know how to get this? I want it because it's awesome, but my game won't let me get it. The vault wikia said it's available at Gun Runners, but it's not. I thought maybe their inventory would update after 3 days or something, but it doesn't seem to - they're still out of 9mm ammo after I bought it all from them ages ago.
They also said you can get it from the BoS armory, but you can't. I've completed Still In The Dark and it's not there. Lastly, it says it's available from most gun sellers around the wasteland, but I find that hard to believe. I haven't checked, but I'm pretty sure the guy in Goodsprings isn't about to bust out the anti-materiel rifle.

So my conclusion is that it's impossible to get. Help?

get Weapons Handling perk and/or strength implants to use it.

in actuality, though, you can just snipe regularly (non-vats) with it and itll handle nicely.

You don't have to have any skill or strength to buy the gun. You need to be at level 19/21 to get it, I believe.

Those requirements are just a recommendation in the game so you do well with it.

I think I bought mine from Mick's special inventory. Try going there and check his stuff.

I agree. You either have to hand out a small fortune, or kill allies (In my game) to aquire one. I was really hoping for a unique Anti-Material rifle as some difficult thought provoking quest reward.

No such luck.

umm..i wasnt deceiving him. all i said was that you need weapons handling and/or implants to get the strength rating to USE it, NOT to BUY it.

The Anti-Materiel Rifle generally starts showing up after you reach Level 16 in shopkeepers inventories. I've only ever seen it in the inventory of the Gun Runners, though (as you already know) it can be found in the inventory of the BoS armory. However, this is only after you finish the BoS questline (you must be a full member of the Brotherhood to have access to it). If you want it badly enough to wait around for inventories to reload, you need to wait (I believe this is correct) 73 hours total.
