How your actions in ME will carry weightquote IGN snippet
During my chat with Casey Hudson, he spoke a lot about the love subplot that played out in Mass Effect 1 and will continue in the sequel. "People are worried that the love interest from the first game is not recruitable as a squad member in the second game. I think people put too much emphasis on whether importance to the story is equated to whether they are a squad member. In Mass Effect 2, it really is about preparing for a suicide mission. It's true that people on your squad are most likely going to die in this final mission. It's not all that hard to make your character survive, but you can die as a permanent death at the end. I think people will have trouble keeping everybody alive. That's a lot trickier. Interesting, so they might not be squadmates, but NPC's doing research on the ship or mission controllers like Admiral Hackett in ME? They've mentioned researching upgrades, hmmm interesting I do hope my blue GF comes back Oh, and definitive answer to this frequent question quote Casey Hudson
Each save will be labeled so that you know which class and level character you're importing. Hudson outlined what happens from there, "You pick one of those saves, and then from there you go back into Mass Effect 2. Once that starts you go to a review screen where you can look at all of the things you did in that first game and then proceed from there knowing that you have the save you want."
Oh yeah, and tomorrow they're posting the first impressions of the the start of the game by some lucky bastard reviewer.

This Developer post on the Mass Effect 2 Forums sums up the basics of Character importing. It details how many imports are allowed and the impact of importing.
Also, New Game + is returning in Mass Effect 2.
Edit: It seems some things have changed since I firsted posted this.
To see the new changes read here:
New Game +
Saved Games Importing information
The main change being that you are no longer limited to 11 imports at a time.Mod Edit: Dec 30, 09 by quaver

No co-op.
Thankfully, co-op would completely ruin Mass Effect.
