Frame Rates with new ATI Card

Just installed new 128MB ATI 9600XT Video card and frame rates in other games have nearly doubled, but frame rates for NASCAR 4 are about the same that I had with my old Voodoo 5500, (30-35). Tried both Direct3D and Open GL. I really expected a difference in speed. Really frustrating because this game is my favorite. Are there any particular settings for the card or bios that will make a difference? I know 30 fps isn't bad, but expected more from the new card and wanted to turn up the detail.

512 MB RAM
Plenty of free disk space
All nonessential background tasks off
defragged
replay buffer set to 500k
Detail level: Medium
