I know what you mean about the turning problem, but if you use the keyboard to control the car then using a steering wheel might help the overall smoothness but I don't use one so I don't know. As for setups, below is the one I use at Bristol and my fastest lap is 15.314:

Tires: LF - 25.5 RF - 42 LR - 26.5 RR - 40
Wedge: -125 lbs
Track Bar: L - 7 R - 14
Diff. Ratio: 5.17
1st Gear: 2.13
2nd Gear: 1.61
3rd Gear: 1.26
4th Gear: 1.00
Grille Tape: 70%
Spoiler 45 degrees
Steering Ratio: 12:1

If that doesn't help then you might just need to adjust the line you run on the racetrack or something. I run the highline at most racetracks so this setup is a tad loose but really fast. Feel free to message me if you want more setups or something.
