It's a cool idea, and I like how you set it up, but why start on such a well known series? Well, IMO it is.
For the description, you could use the short plot summary from ANN. I think it's good enough for giving viewers an idea of what they show is like. It's short, sweet, and doesn't spoil anything.

Regarding the header contest - I think it would be best to just do the Halloween contest right now. That way, it would be up as the header for at least a month before you hold the Christmas and New Year's contest.

Keiichi can promote himself to the forum if it's necessary, so I think he's joking about applying. Unless even Supers have to apply even though they have power over the forum already. 
The forum's been doing fine, IMO. Daisy would have stayed if Solitaire really needed her.

It's been brought up before in a past contest, and Solitaire's response was: quoteOh yeah, what a nice message to put out there: "Congrats on having the winning banner! Now as a reward you are forbidden to enter the next contest."
Consider what that way of thinking would have on sports.
"Gee Mr. Woods, congrats on winning the tournament. Its a pity you'll have to sit the next one out because you won this one. Yes, I know how much you love playing golf.... perhaps a nice round of putt-putt will satisfy you?"
A lot of folks thrive on competition, it helps give them motivation to put forth their best efforts. A chance to further develop their skills. Remove the competition and you start seeing lackluster results. The competition loses meaning for folks.
No matter where someone is in their skills, there should always be someone that helps to inspire them, to give them that energy to strive for more.

These contests are all about community, a chance to encourage each other, to share in something, and to have a say in what goes on here as well as a chance to be creative and have some fun.

Yeah, two weeks should be ample time for people to participate if they want to. If there's a lack of entries again, maybe it's time for the anime forum to do away with header contests for every season/holiday and just hold one twice a year in June and December when students are off for summer/winter break and have more free time. They also won't be restricted to the theme of the season and have more freedom. If the contests could generate more interest again, then I wouldn't mind keeping things as they are either.

I personally would rather have it near the end of the year so there would be more choices for a category like "Favorite Anime of the Year." If you're planning to hold one soon, then the category could be named "Favorite New Anime" instead like the last Anime Awards. And you could hold it early to mid next month when most winter anime series are over so they would qualify for that particular category.
