anime Looking for an extremely obscure bad anime

One day last year I decided to google something along the lines of "worst anime ever" and behind the usual dribble I found a comment about this obscure anime but for the life of me I can't remember what it was. I ended up watching it and it really is the worst anime ever made.

It involved some ugly old man that could transform his penis into a microphone and he fought against this high school student who was protecting his fellow classmates at a public pool.

Any help would be GREATLY appreciated.

It's not that. I think it may be an OAV from the 90's, it had terrible animation.

Also if it helps I think I vaguely remember the high school guy put on some armour or suit to fight the old man.
