So I went up to the monumental.. and nothing happens, no event, no trigger of any kind, cant see anything to interact with.. any ideas?

the monumental is a child wearing white. go up 2 floors to the small semi-circle room, look left... you will see a stairway, go up till you can turn right onto the balcony.. then go left.. you'll notice many lifeless children but one is alive with a candle before him.. speak to him.
