how do I beat Vexen in Twilight Town?

Use cards that have 0 to break it. Use like 0-9-9 card numbers, NOT stocked. I used all strong cards. Just do that. If you die, try again.

I'm pretty sure Zantheria2 4 got past that. Otherwise the user would have posted that he hasn't got past him yet.

You're welcome zantharia, I tend to give some basic and easy instructions unlike some people who think you are albert einstein.

For almost all of the bosses in the 2nd World Set, I used the Sonic Blade Deck. Pretty much kills everything, unless the enemy is airborne or requires you to jump to attack.

Sonic Blade: Three cards totalling 21-23. I had a set of 8,8,7 keyblades. Also note that all three keyblades should be different.

As you get to the end, you can also squeeze in Holy and Lethal Flame and Omnislash Sleights if you want some variety, since they dish out quite a bit of damage.

The only change to this was Marluxia, who is easier with a normal beat down deck. Just throw in lots of 9s and 8s
