I have purchased all the safehouses on the map( which was a bitch) and won the star plaza hotel and i am trying to get the key to the city award in my house. There are 21 houses in the game and it says i have gotten 20, ive looked all over the gps, and no more houses for sale, so wheres the last one?

I too have 20 of 21, I have got the one from finishing all of wilhelms missions, and the one from the lottery, but am still 1 short. Does anyone know where the last one is? I can't find it on the gps. Please help
