Here is the summary of where to find the last white balloons. I found mine on the top of light house and one in the town. I always flew in the counter clockwise direction and I missed one in the direction from the big fall. Try flying clockwise over the town. You have to check the wedge island at least 4 times and fly very low through the forest. There are balloons behind the hotel at around 5 or 6 places but you can't find them if you are not fly low.
after every flight if you found at least one white balloon and you've found at least a few white balloons already, it will give a report showing how many you have left at each time of day
Funny you guys mentioned the Sweet Beach balloons. I thought the two balloons on a deserted beach at night deserves it's own special topic...
however, thanks for the lighthouse tip, because in Daytime and Evening there was one white balloon on the TOP tier of the lighthouse that i hadnt gotten in either time
theres only one person on the deserted island at night... not two....
2 of my daytime balloons were on the beach. Nowhere near any of the points, just off close to the red bridge side, by themselves.
My last evening one was the lighthouse.
Daytime: one was in the town that i mentioned... the other was on the friggen extreme canoeist that i coulda sworn i got already
Evening: BOTH were on the little island for firework zone #1... i guess i had completely forgot to check that island in the evening
my last "night" one was actually in the friggen hyrule castle on the top near the duck pond.... it was the guy whos like within the castle area, but not standing in a window ledge... hes just on the ground right between the wall and the castle
THANK YOU - I had just one balloon remaining in the day and evening, and the tiny guy at the top of the lighthouse was the culprit. (So cruel, Nintendo, so cruel...)
The reason that there is white balloons on some boats is because it is in one of the boat areas E.G. Whale Watching, Fishing Spot, Undersea Cable inspection & The Diving spot. The Boats are stationary, and if you look closely there is a little chair with a Mii standing in it and he/she is holding the balloon, so officially, it’s not attached to the vehicle. It is done this way by the produces to trick you out.
I found my last two evening balloons on Wedge, just veer to the right as you approach, there is a golf hole that is on a funny little island shaped like the letter G, two people are there with balloons. Make sure you check throughout the other golf holes too, there are other people with balloons hiding between the trees.
I found my last night balloon by this random car pulled over by cabana lagoon. Start by the mysterious ruins and follow the road towards the island loop tunnel #2, you'll see the car on the side of the road and two people with balloons. Someone I had gotten one previously but not the other.
Some of the tougher one's I've found are top of the Candle, the patio of the 19th hole, the far side of the Castle, all the tunnels.
(lighthouse balcony, extreme canoeist, hidden grotto, etc.),
inside the volcano, the golfing island,whale watchers, the different caves and such.
For both times of day, I checked the lighthouse, wedge island, the town, the grotto, the tunnels, the beach, behind the castle, the blimp, the sea caddy, the mini islands, extreme canoist, and all groups of boats on the water (such as the cable inspectors or the whale watchers or the sport fishers)

Like I predicted, they were in an obscure place between i points on the beach.
I haven't gotten all of them yet, but did you get the one held by the extreme canoeist?
Check the lighthouse. At Daytime and Evening there is a balloon on the balcony of the lighthouse
Try looking at boats. I had one balloon remaning for dozens if not hundreds of flights, but could never find it because I wasn't looking out to sea. I thought the stamp description said boats, cars and planes were excluded. Actually it says "Balloons on planes or vehicles... don't count for this stamp." I guess a boat isn't considered a vehicle in the eyes of the game designers.
Look in town, it seems obvious but I found my last ballon around the corner of a building.
Yeah, it is a pain to find all the balloons. But, if you can get them all in one run (under 5:00) it should unlock the Gyrocopter from Pilotwings 64.
I was missing two balloons during the day, then I looked over by Starry beach to see they were hidden in the sand.

Top of the Candle,tucked in doorways of buildings and hotels, caves, Summerstone castle, Wedge Island, all the way down the penninsula of the beach (behind a big rock), several places out at sea (fishermen, cable inspectors, whale watchers, etc) Most of the places where you found an I will have white balloons.
at night there is a hard one to spot behind the wall at the castle
I feel all your pain!!! after nearly a divorce, i finally found the remaining ballons, the top of the light house on both day and eve has one, also in the middle of starry beach you find one, fly very low over the beach in a search patten and you should come across it in the sand next to other white balloons, i missed it the first few times.
Also look down the streets at every angle, they are hidden from view sometimes.
At night the balloons can be hard to spot near lights, ie the castle and the cruise liner!!!
The two that I missed on Starry Beach were closer to the road than to the other people.
Did you get all the ones at sea? The Extreme Canoeist? Isn't there one on a boat behind the Private Island?
Willoony, check behind the private island during the daytime. There are scuba divers there during day and evening, but the balloon is there only during the day, as I recall. I also missed one in the wooded area around the castle. You have to fly low and weave around the trees. Also, I had ignored the sea taxi and the blimp for awhile, thinking I had popped all of those. There was a white straggler in there for me.
I found them while in between the places I was being told to patrol. They were in real impossible to miss places too. The day one was on the queen peach or whatever, from the side that you approach on when you start. weird. Then I started up in the evening and headed out towards the lighthouse, to find someone with a white balloon, in town, along a row I had bombed WAY earlier to begin with. I must've been mistaking it for a yellow balloon from a distance and never checked.

Try going to the castle, minis are in the window! In the town there are minis everywhere! Go in between buildings. The beach hides the white well. The stationary boats, caves, and that's where I missed a lot!
