Just to add to Avalith, they're for whatever you want within appropriate limits. You shouldn't be putting links to Porn or anything like that on your userpage. If it's disallowed on Neoseeker, then it's generally disallowed on the Wiki's, user page included

I mostly use mine as a sandbox or a to-do list. If you go onto one of them you'll see there's a heading for projects, heading for messages, thoughts, etc. They're useful if you want to test something or just make a note to yourself.
