	Just make sure you look carefully at the rules, and then follow them. I had trouble on this one too... just make sure you work first on getting all the necessary parks and gardens first of all... then comes roads and power and housing and all of that. Also, keep a close eye on the news ticker in the top right hand corner of the screen, and if you see anything blue come across, it's a mission. Some missions, including pilot lessons, catching criminals, etc. will earn you money... and if you ever run out of money, just start again. This is a very hard mission, but it's possible to complete.
