Vincent was my favorite character, so.... XD (That creepy little closet-sadist. )
Anyway, Vincent's voice actor was Clifford Rippel-- It was a long time ago, but I saw a listing where all the additional roles were listed as well. I'll try to find it. X_x But I'll throw in a plot analysis before I go~ ♥
When you first meet him, one can assume the "Don't forget it, Okay?" means nothing. But I figure that in a game such as this.... anything and everything ends up mattering. XD So perhaps his worry that Heather would forget was a reflection on his own little problem. Vincent obviously has a means by which he can travel around the dark reality of silent hill (And we assume he can see it as Heather does, since he doesn't want the entire world to become Hellish. XD) Before the amusement park, He tells Heather which route to travel, and specifically says that the others are blocked. How would he know that, unless he had seen it for himself? (And him causing the impasses is out of the question, since he wants Heather to kill Claudia at this point.) So we can say that he can go about his merry way in that world. Maybe that's why he likes it so much.
Now, onto his bizarre knowledge-- He knows that Leonard once killed a man, (Which isn't too surprising, since he seems to know a good deal of Claudia's past. ) and that's why he mentioned it. But how did he know about Stanley? Surely just having the ability to waltz around the hellish reality couldn't allow him to know that much. Well, lets take another deeper look-- When you first meet Vincent, He's in a psychologists office.
Ohhhhhhh snap.
This could mean a wide variety of things-- Ranging from whether or not he's insane or if it was just coincidence-- But what if, perhaps, aside from being a priest... he was also a psychologist, as well? He obviously knows how to manipulate the human mind, and he was able to bring popularity to the cult via his own social "charms." It would explain how he knew of Stanley's morbid obsession with Heather... and perhaps, it helped him to gain an interest in Alessa and her 'divine power' as well.
Also, The caller says this, correct?
Which do you prefer? To give pain or to receive it?
.... Didn't Vincent go off on Heather for secretly liking the fact that she was hurting "Monsters"?
And then, the humor.
Here's the start of the convo:
Unknown voice: Happy birthday to you. Happy birthday to you. Happy birthday dear... Oh, I forgot your name. Heather: Who are you? Unknown voice: Oh, okay, thanks. Happy birthday dear "Hooaryou". Happy birthday to you.
It just sounds like something he would say, doesn't it? (Plus, his whole "joke" about 'Monsters? They look like monsters to you??'.... )
Stanley was morbidly obsessed with Heather-- He wouldn't forget her name, or speak against Leonard like that because, face it, the guy was obviously terrified of him. He probably would have shown his obsessive nature in the phone call, and act a bit more... clingy. (That's just my impression. XD) Leonard.... well, he suffered from delusions and schizophrenia. But not multiple personality disorder. It doesn't sync up with what we saw from him, and what we already know.
That leaves the options of "Vincent".... Or no one at all.
Granted, no one at all seems creepier-- But it lacks substance, and there are too many ties to events that have past and events to come for one to pass it off as 'just a creepy call' Vincent sent Heather to Leonard with the underlying belief that she would kill him. And what was her lovely present?
Ammunition.

I've finally played through the game enough that I feel I've realized the little mysteries that the game throws to and fro. X_X I'm planning to touch up on the whole 'Monsters? They look like Monsters to you??" Deal as well, since I've somewhat realized the truth to those words. ._.;

Haha true, Vincent is more like a two-faced son of a bitch, a hypocrite.
Oooh no wonder, his voice is always seemed so familiar. True, he even insulted Dahlia Gillespie by calling her an "old hag" and laughed his ass off. He does have an awfully bad sense of humor. Oh and don't forget he also insulted Claudia in the end of the game too... I found that really funny. Is that a good or bad thing?

In Silent Hill Origins, in the end of the game, Little Claudia was even there when the cultists were surrounded the burnt Alessa and how she asked regarding her, her mother just hissed at her about leave her be etc etc...so, apparently, Leonard could be there too since he's also a cultist like he said in Silent Hill 3...
To be honest, its kinda nice to hear or know some old familiar characters sometimes in the games as well.
I still don't get why a lot of girls fall over Vincent...he's such a geek! What's wrong with Walter or Travis (Good Lord, Travis even dresses as Vincent for Halloween )?
Also, its funny how Stanley was the #7 corpse in the basement(?)...and I just played and beatened the silent hill 1, where Harry Mason gets the item in the same place (corpses covered in sheets) in the basement as well...and wondered if Stanley even is in there.
Man, its confusing to be in a same place where Travis, Harry and Heather used to go there. :s
Hmmm, that reminds me, I gotta revive the other Silent Hill series forums too since I still would like to discuss about Travis and his past, Alessa and other.

As for Vincent being the voice of the happy birthday call, it's a good theory, and you make a lot of sense with your points. I'm actually starting to think it might have been Vincent, also. But just to let you know, plenty of times voice actors play the parts of many different characters. So even though the guy who voiced Vincent may have also been the voice on the phone, that doesn't necessarily mean it was the same character.
Ah, that's true, like the voice actors in The Simpsons the movie, one voice-actor does the three or four different characters so yeah...even the female voice-actresses do the male characters too.
Hmmm, but still, Lei's theory made good points though.
I reckon it's that Stanley Coleman guy who's got Schizophrenia, the one who leave behind love letters and a creepy-looking doll for you, but Heather never takes it so maybe.... he got angry and his Schizo-ness kicked in and he called Heather up. I dunno, that's just me.
