It is on the 2nd island beach go to a stone on the right move there is a ship

Also you can't find the map intact, instead what you find are pieces of the treasure map.

I'm sorry, but DUH.
Nobody said anything about NOT finding map.
And after you find all the "pieces", you get a map to look at.
You can put it on wall of home to let sims look at and admire.
