A characters Health bar will start to raise greatly once you get in the last 10,000 EXP they have until they are maxed out. I suggest EXTREME mode for training them. Your CQC stat will go up with experience, and eventually cap, it does not raise with our stamina bar. Some soldiers cap earlier then others, some will cap at C others might cap at S3, you don't know until you max them out.
