Free web site creator

Well, there isn't really such a thing as a FREE domain name. You can use something link DynDNS to get a free subdomain name (like marc.jerkface.net) or something along those lines.

Free web hosting is very hit or miss as well, I've opted to just use either cheep paid services or doing my own hosting.

Free webhosts are available but don't provide as good a service as paid hosts. The loading times will be slower, there will be more limitations on what can be hosted on the site, and downtime should be expected. I prefer Zymic as a free host, but are restrictive on what files are put up.

Domains go quite cheaply. Most hosts will give you a free subdomain such as yourwebsite.anotherhost.com. There are supposidly free domain registrations such as .co.cc, but their not proper domains.

Depending on the host you go with though, some may offer a free web domain or viceversa. I believe I got a free, economy web host account with my domain name when I registered on GoDaddy. Some also give you other perks such as a proper email address for that website.

Installing an AMP package is a lot better though. With free hosts you still have to go through the hassle of registering configuring FTP or uploading all your changes manually. Using a localhost is a lot more practical for practice purposes. It's faster and way more convenient.

If you don't have enough money to buy a host, then you could host it yourself. Not sure how exactly, but if you have Windows Pro (Not sure if Home Premium will work with this) you could install Internet Information Services... server side scripting can be installed on that aswell. I use IIS for testing my layout to make sure the design is ready before I upload it to my host.
