Hmm... how to word this without making it patronisingly simple.

It's a bar often used for navigation, where the main navigation buttons/links go.



The areas outlined in red in that screenshot would be considered a navbar.

Put it more simply than that, it's a method used for website navigation. Having good website navigation should be a key feature for a website. Keep navigation bars simple, yet effective. Just about every website will have some form of navigation bar, although they will vary in appearance. The one on that Microsoft website is a horizontal navbar and are often placed at the top of the website. A vertical navigation bar often appears similar in layout to a list, and is placed at the side. Example of this would be wikipedia.org.

Yeah... it's mainly done using HTML, although it's often styled with CSS now. HTML just makes the links and content, CSS is used to change it's appearence.

If you're not confident about using CSS though, you can always use an image link.

A 'navbar' is just a term giving to an area that provides the user with links to different areas of a website, so yes what you have on your neohome is a 'navbar'. However a 'navbar' isn't a HTML element if thats what your asking, it's just a method of providing a navigation area.
