IN level 2, i need to find mr potatoe head.
So i can take on RC car with my Rocket Boots.

you have to wait tell you get to another level. I forgot what level was it. but I hope that helped you enough.

You have to wait. Get all the other Pizza Planet Tokens on this level then proceed to Bombs Away then to The Construction Yard, then to Allies And Gullies, then to Slime Time, Then to Al's Toy Barn. Mr. Patatoe Head is on the counter west of the entrance point. He will offer you the Rocket Jet boots if you find his missing arm. Note: You ned 3 tokens to get to Bombs Away and 6 to go to Slime Time. His arm is on the second counter to the one you are on. Go way back to where the hen is next to the office. Jump on the skate board and bounce on the trampoline to climb up on the shelf. From there, jump to the cart, swing on the pole and super jump to a box sticking out. Grab on the black line and it will take you over to the counter where the arm is. Return it to Mr. Patatoe Head and he will give you the Rocket Jet Boots. Then, go back to Andy's Neighberhood and the Rocket Jet Boots should be unlocked.
