All the final forms of the starters can learn either Blast Burn, Hydro Cannon or Frenzy Plant, depending on their type and IQ.

Give Empoleon a steel type move and you can get rid of Water Pulse or Hydro Pump, and Mew needs something else besides Metronome. Sometimes allies use it when you need them most and the outcome is almost always disappointing. Also, Water Pulse can be replaced by Hydro Cannon

His IQ needs to be at least 3 stars. Should I use Wonder Gummis or Blue/Silver gummis?

I would prefer to keep Aerial Ace b/c it always hits and its strong, I will eventually teach Empoleon Hydro Cannon, and I prefer Psychic because it's stronger than Confusion. I prefer stronger moves that don't miss often.
