Wallace stuck under water?

Here's one that has me stumped. I'm in the polar bear world, and once I had enough tools, I called Wallace over to the pedallo and he walked right off the ice into the water. Now he's at the bottom of the lake, under the pedallo and nothing I do is getting him out. I've quit, died, etc. Even turned the game off, when I start it up again, there he is ... standing like a noof at the bottom of the water saying he can't see me. What am I missing here?
