Even if you purposfully try to let him get killed before the end, he usually just walks away with some injuries, but not enough to kill him. Whatever you do, you will always confront Shelby at the warehouse with any of the main characters that managed to get there. You can also let everyone die, including that woman, what's her name, aswell as Shaun, since no one got there on time, because they died, and only let Shelby stay alive, and let him walk free without him facing any consequences of his deserved fate. -------------------

	Hmm, I'm not sure if this will answer you, but if you let all the characters die and let Shelby get away, he can get killed in one of the endings if you manage rescue Lauren when they're stuck in the car underwater. ------------------- "Run run or you'll be well done!"
