How to recruit Mewtwo in Time!

This will let you do the Mewtwo mission.
Step 1: enter this code in Action Replay:

Step 2: Go to the Job Bulletin Board in Wigglytuff's Guild. A mission to rescue Mewtwo will be listed in the jobs. Accept the mission and go do it. Completing the mission will unlock mewtwo.
Step 3: Get a mystery part or secret slab. Here is a Wondermail for one:

Step 4: Go to Dark Crater B6F or Aegis Cave Pit B5F with Mystery Part/Secret Slab and a radar orb (lets you locate enemies on the map. It's optional, but recommended). You will see and be able to recruit mewtwo! It may take a while to find him. I have tested this and it works! I think it's only for the US version though. I have also only tested finding him in Dark Crater as it is the easiest to get to.
