Trait: Serene Grace

Item and ability:
Leftovers, since Meloetta is using Substitute, and so needs the extra longtevity.
Her ability is Serene Grace, since it is her only ability, and since it works well with her moveset.

EVs
252 HP EVs puts Meloetta at 404 HP. Therefore, her Subs can't be broken with only one Seismic Toss.
252 Speed gives Meloetta some much needed Speed, to outspeed some key pokes.
Timid Nature, for the same reason.

Moves:

Substitute
This move is a great status-blocker. As mentioned before, Seismic Toss requires two hits to break it, making Pokemon like Blissey perfect set-up fodder rather than the Special Wall that would shut Meloetta down.

Charge Beam
Heh.
Normally, Charge Beam has only a 60% chance of boosting SAtk. However, since Meloetta carries Serene Grace, the chance is boosted to 100%.
So yeah, a nearly perfect move for Meloetta. Combined with a Sub, it is easy for her to gather up at least +1 SAtk. +1 SAtk translates into a Special Attack of 428, which is sweeping potential.

Focus Blast
Used for those Blisseys that try to wall Meloetta. Meloetta can easily set up as Blissey tries to Toxic, and then to desperately break her subs. A +6 Focus Blast should KO even Blissey.

Psychic
Meloetta's main STAB option.
Puts a dent into anything that doesn't resist.

Weaknesses:

While this set does have a bit of coverage, it can't touch Psychic types. Don't try to set up while your opponent still has healthy Psychics on his team. It is recommended that you have teammates that can handle them.

Other options:

You can give Meloetta Calm Mind rather than Charge Beam, for the SDef boost. However, Charge Beam does deal damage, however minute it might be. It allows Meloetta to prevent certain foes from setting up, as well as canceling Leftover recovery, for the most part (also, you don't get to hear your opponent praising you for taking advantage of Serene Grace so cleverly).
One could drop Substitute for Hidden Power Dark (coverage against Psychic types). However, doing so will allow Blissey (or any other poke) to come in and inflict status on Meloetta.
In addition, you could drop Meloetta's Speed investment for 252 SAtk / Modest. Doing so will transform Meloetta into a complete powerhouse, with 390 SAtk, and over 500 after a single Charge Beam. However, without her Speed, several threats will be able to outspeed and inflict pain on Meloetta.

This set is completely original; I made it up myself.
I even went to Smogon to see if Charge Beam, or even Substitute was mention in the analysis. Nothing.

The only one that I have shared this with is Pkmnmaster2011, and with it, I managed to change his views on Meloetta's usefulness.

The EV's given give Genesect 322 Attack, 339 Special Attack, and 281 Speed. This gives it both Attacking and Special Attacking Power, as well as 421 Speed once Flame Charge is used. The idea is pretty simple here, switch in on something slower than you, that'll either switch or get KO'd by Flame Charge. BoltBeam Combo on the Special side is scarely resisted. X-Scissor give Genesect a STAB move as well as a Physical attack for Special Walls.
