It is kind of hard to come up with a useful set that centers around using Icy Wind though. XD

I'm thinking a sort of lead or maybe something designed to work specifically against Sandstorm teams.

For example, we all know that an Icy Wind from any strong special attacker will lethally injure beasts like Landorus, Gliscor, and even some of the less common threats like Cacturne (guys, don't forget Cacturne).

However, the speed drop can be utilized for slow, bulky special attackers. Something that would not be able to beat something like Terrakion if it switches in (to take the expected Ice Beam for Landorus or such) because the ice attacker would be sadly outrun could definitely use Icy Wind over Ice Beam. The extra speed drop would make it more threatening to any switch-in, guards against mispredictions, and make the new threat easier to deal with for another teammate.

Basically, Icy Wind > Ice Beam because of ease of prediction in some cases, even offensively thinking in competitive singles. I'm sure others have ideas for more specific, defensive strategies.

Now... I'll think of an example of a possible candidate.

EDIT: Possible candidates include Kyurem and Empoleon. Both are powerful, and have moves for specific threats, but need a bit of speed. A Kyurem would kill Landorus anyway with Icy Wind, but if it had used Ice Beam and Terrakion switches in, it would have to flee the Close Combat / Stone Edge. NOW, it can go ahead and murder Terrakion too, being able to outrun it now.

This is great for both because they don't rely on Ice Beam for their normal attacking options (Empoleon for example uses Hydro Pump or Surf), so Icy Wind is a nifty secret weapon instead of the typical, predictable Ice Beam.

Icy Wind is better in multi-battles because it hits more opponents. And while we're at it, might as well include Bulldoze.

This 364/328/437 defense beast can poison stall amazingly, and with IcyWind it can even take on faster threats. If/when Ice Body is released, it'll be one of the best hail stallers around.

It's rather amusing how fast I can type this set out anyways FakeOut gets almost as much power as DoubleHit after all the boosts on each, and with the Normal Gem used up, Acrobatics becomes a serious weapon against any Fighting-type. Very easy to hide it too, since Infernape is outsped and 2HKO'd by your STABs alone. Anyways, LowSweep is for Rock- and Steel-types, and also allows you to lower the Speed of a fairly quick opponent who's surely going to KO you, leaving an easier revenge kill for your teammates.

Odd set that's tricky to use, but, it works better than those gimmick IcyWind sets of last Gen for Meta. MeteorMash to get some heavy hitting goin' on, Bulldoze to hit switch-ins and for coverage; inferior to EQ, yes, but a nice little surprise nonetheless. Plus with Sash and Explosion, you can always just slow something down to make sure you blow up in their face. SR for support purposes or BP for priority as a whole.

Shadow Claus I dunno, I see Sash a lot, and thought he didn't have too much Special bulk anyways. Lefties or something? And BP is just a second option if your team needs a last ditch revenge killer
