Most of Cloud's moves are really predictable, especially his HP Attacks. Squall's are at least fast and can catch you off guard. I say Squall wins this one

all of clouds attacks are unblockable while in ex mode.
Skilled players can dodge/block all of squalls attacks.


A skilled player will only be able to dodge clouds attacks, since his ex mode makes all of his attacks crush defense. This alone give him an advantage in battle.

IMO any person who mastered blocking / dodge with cloud, and can keep him in ex mode for the duration of the battle will win any 1v1 match most of the time.

Yeah but you can just as easily say any person who has mastered blocking / dodge with Squall can win any 1v1 match, and in fact with any character they have experience with

That's true, but most of his moves are also easy to dodge, I don't block Cloud's moves regardless of whether he is in EX Mode or not, it makes it easier to dodge them when he is in EX Mode if you just dodge them all the time, instead of blocking them.
