Yes you can make the yourself, I saw someone has made Ryu and the on with blone hair.

Well you can make things that look like characters, like you can make the Stig using the MotorStorm mask - even though the mask is DLC

That's because the game allows you to arrange the clothing however you want. I don't know what he means by making them yourself.

Well you could always make a sackboy and label it as an existing character, yes, but you would never be able to have official items like the ones pictures above, because they are directly from the developers. Basically you could get creative and make something that resembles a character, but there is nowhere in the game to get Ryu's hand guards, Zangief's beard and muscle suit, Guile's hair and dog tags, etc. You know what I'm saying?
