Problem connecting PS3 online

Ok so I'm having a problem connecting to the internet on my ps3 40gb. I am doing a wired connection from modem to ps3 and my internet provider is charter. When I try to put everything in the internet settings to automatic, the connection test doesn't find the ip address. If I add the settings manually, it detects the ip address but fails in the connection and gives me dns error 8070102 always. I have tried many of the solutions that I have found online but none have worked so far. Please I need help.

i have 60gb ps3
i get online via a usb modem
on my laptop.
i have windows vista basic laptop
#connect ethernet cable
#click windows icon
#click network
#next page click/network sharing centre
#next page click/manage network connections
#next page click once on the connected icon
ie:mine is "huawei mobile connect"
#then click on properties of the icon
#click on the sharing at top of next page
"check its on"-allow other network users to connect etc.
#then go to ps3 settings and do the wired connection
it should then work.
