	You can't buy it until you're level 35. A quicker way to get it is to do the X2010 challenge which is unlocked in the Special Events at level 30. What level are you now?

	it's the x2011, not 2010 (the '11 is a little faster). it's under gran turismo and if i'm not mistaken, you have to buy the DLC pack first.

	i've never seen the x2010 in the dealership. there has been 5 to my knowledge, you get one for reaching level 35 in b-spec, one for each medal in the the vettel challenge and the one they gave away when vettel won the championship. and like i said, you need the dlc to get the x2011.
