u can get vibrant pelt from the 3* village congalala.

the spike on his head will change to a bit of fluff on his head, but u will need to get ultra lucky cat from the felyne kitchen if u want any chance of getting it

Just go to the lady that sells cats(she only comes now and then after quests) and skim through the felynes and skills. Don't forget to look at the food categories as well.

By the way, there is a skill called Mega Lucky Cat, obviously better than Ultra.

you can hit congalala head with hammer only(i think)
if hard to hit the head use drugged meat you can get drugged meat from combining sleep herb with raw meat put the drugged meat and congaalala will eat it do this step few time he will sleep and you can hit his he

note: vibrant pelt is rare so its will going hard
note number 2:see the congalala head see if just the blood you fail but if you see some yellow line you succes (i think)
note 3:you can get it from the reward box at end of quest
