you have to beat the game twice,beat all of the missions,and beat kakashi's saga.(hope this helped).;) | |

well, I beat the game 100% 16 times and, you first need to by the "Fourth Legacy" Skill Chip, for about 4000 ryu, then in it's place at the shop is "Infinate Chakra" for 8000 ryu | |
