[Help] Official Image Resizing Thread v11

Question: This GIF's file size is 50.3KB is it actually possible to set the file size to say 30KB ? My knowledge with these things are very poor so apologies if it's a stupid question

If it can be done: Could someone do that for me please if it can be done and also get rid of the white background if possible too please.

If it can't be done then sorry for a waste of a post
