Most likely because this is supposed to be a retelling of the whole franchise before RE4 that also shows new stuff to help you understand why Umbrella was destroyed.

Yes, lisa trevor is in umbrella chronicles. She is in two of Albert Weskers side missions and does not look or sound at all different from the gamecube remake of re1

Yes Lisa is in RE UC and fight her either twice or three times im sure as Wesker in one of his missions.
