Actually they do, since it's R* Leeds (GTA Stories) that make them and not R* North (GTA3-VC-SA-IV)

it can tell the psp to be more advanced but without an upgraded graphics card and other hardware it cant respond to it

Disclaimer: I personally don't think this will ever come out. I don't want it to either, the last two weren't great fun. This is just something that could prove the map, at least, possible.

I don't suppose anyone has played the PSP version, but it's exactly the same as the Xbox 360 version, WITH the massive map. It takes about 20-30 minutes to drive from top to bottom, and probably the same across. It's MASSIVE! Much bigger than San Andreas ever was.
Of course, the roads aren't as dense, there's a lot of countryside...but it's all still solid and you can drive on it, and there is stuff there (bushes, trees, hills), so the massive map does exist. Plus 70 or so cars, blinding speeds with hardly a draw distance issue (SOMETIMES if you're hitting over 400kph, which is damn near impossible, the road looks a bit funny, not as bad as VCS though, and this is just the month-and-a-half-early promo version).
The game isn't short of features either, with a whole lot more I can't be bothered talking about, and a free roaming online mode in which you can cruise/race with anyone anywhere on the island. It isn't availible on the promo though.

So yes, the map is there and it's bigger than SA. Perhaps this could be possible? I still don't think it will happen though.

San Andreas is to big for the PSP they would probably cut out the top left corner and part of the dessert

GTAIV is being made by R* North

The stories games have all been made by R* Leeds
I remember reading somewhere that "Vice City Storie made by R* Leeds in association with R* North" so while R* North are busy with GTAIV R* leeds could be making a new stories game perhaps?
